Municipal consulting

In the area of municipal law we offer comprehensive and integrated legal, commercial, and tax advice for municipalities, municipal associations, municipal companies and local authorities. Our service includes analysing and evaluating the jurisdiction of the public authority (i.e. whether the authority in question acted ultra vires); the creation and strategic development of the "city" as an undertaking in order to guarantee an efficient and reasonable self-administration, the analysis and evaluation of this activity in accordance with performance criteria, the development and establishment of inter-municipal cooperation partnerships as well as the development and supervision of public private partnerships.

Furthermore, we provide specialist advice with respect to the adoption of the new municipal budget law. We provide support and advice in relation to each individual project stage. Our expertise is tailored to meet your specific needs (e.g. as regards project groups, staff trainings, information of political bodies, preparation of product planning and product descriptions, setting up charts of accounts, adjustment of EDP system). Furthermore, we provide supervision in the areas of government accounting and double accounting (Doppik).

The area of municipal law also includes providing policy advice to municipalities. Municipalities and municipal companies in Germany are likely to face significant challenges during the next few years. In this regard, it is very important to redefine the role of the public sector, especially the role of the municipal utilities while performing their municipal tasks. In this context, a variety of financial and legal questions arise. On the basis of our interdisciplinary approach and clear interest in municipal policy issues, we are key providers of legal advice to municipal authorities.
